Shanxi Provincial Pacific Economic Committee (SCPEC) was established on March 16, 2005. It is the local committee of China National Committee for Pacific Economic Cooperation (CNCPEC). CNCPEC is the China Committee of Pacific Economic Cooperation Council (PECC) and technical committee of the Ministry of Foreign Affairs.

CNCPEC is a national Pacific economic cooperation organization established in 1986 with the approval of the State Council in accordance with the constitution of PECC. Its headquarters is located at No. 3, Taijichang Toutiao Hutung, Dongcheng District, Beijing. The International Secretariat of PECC is located in Singapore. PECC is a non-governmental international organization composed of six parties including parliaments, governments, business, academia, media, and civil organizations from countries and regions in the Pacific region. It currently has 25 members including Australia, Brunei, Canada, Chile, China, Russia,China Hong Kong , Colombia, Indonesia, Japan, South Korea, Malaysia, Mexico, Mongolia, New Zealand, Pacific Islands, Peru, Philippines, Singapore, Chinese Taipei, Thailand, the United States, Vietnam, Ecuador, and associate members of the French Southern Pacific Territories. Based on free and open economic exchanges, it aims to promote economic and trade cooperation among Pacific economies through economic discussions and policy coordination in the principles of partnership, equity and mutual respect , and contribute to regional stability, prosperity and progress.

PECC is a Formal Observer and think tank of Asia-Pacific Economic Cooperation (APEC). PECC members will participate in all APEC activities. The PECC was established in 1980, and it was under the initiative and stimulation of PECC that APEC was born in 1989. PECC participates in APEC meetings mainly to conduct policy discussions on problems existing in economic cooperation in the Asia-Pacific region, focusing on policy design and research. The main topics are all around APEC, covering trade and investment, economic cooperation and finance. Every year, APEC meetings are held to put forward policy suggestions and offer wisdom for APEC.

With the rise of the central region, in order to meet the needs of reform and opening up and economic development in the new situation, SCPEC was officially established on March 16, 2005 with the strong support of shanxi Provincial Party Committee and government, marking the birth of the first unofficial international organization in Shanxi. It is also a local affiliates of the PECC.

Peng Zhigui, former vice governor of Shanxi Province and deputy director of the Provincial People's Congress, was elected the first director of the SCPEC, and Liu Junping, member of the Standing Committee of CNCPEC, was elected deputy director and secretary general. Wang Xin, former vice governor of Shanxi Province and deputy director of provincial People's Congress, was elected director of the second and third terms. Liu Junping, standing Committee member of China Pacific Economic Cooperation National Committee, was elected executive Deputy Director and secretary General. Liu Junping, member of the Standing Committee of CNCPEC, was elected the director of the fourth session of SCPEC, and Yang Jianguang, former executive vice secretary-general of SCPEC, was elected deputy director and secretary general of SCPEC on October 14, 2020.

The highest authority of SCPEC is the Committee Representative Congress of SCPEC. Its standing organization is SCPEC, registered as a first-class association in Shanxi Provincial Bureau of Civil Affairs, and its business is affiliated with Shanxi Provincial Commerce Department. The executive body of SCPEC is Secretariat. The Secretariat of SCPEC is authorized by Office of Government Set-up Committee of Shanxi Province to employ 8 staff of government affiliated institutions by itself and several senior professionals to form a team. It consists of six departments: General Office, Economic Cooperation Department, International Liaison Department, Research and Development Department, consulting service center and editorial department of Dynamics of Economic Cooperation. SCPEC has set up an official website and a editorial department of Dynamics of Economic Cooperation, providing an information platform for Shanxi’s economic exchanges and cooperation with the outside world. SCPEC, as a branch of an international organization, is responsible for actively organizing and carrying out various foreign exchange activities based on Shanxi’s development, giving full play to its economic and diplomatic advantages, utilizing the PECC network and combining the actual situation of Shanxi. It also helps enterprises in Shanxi to introduce projects, technologies, talents and capital, and strengthen exchanges and cooperation with Hong Kong, Macao, Taiwan and the economically developed coastal provinces as well as governments and enterprises. On the other hand, it explores international market and guides Shanxi enterprises to go out to actively participate in and integrate into the "Belt and Road Initiative" , and constantly strengthen in-depth exchanges and cooperation with countries and enterprises along the "the Belt and Road Initiative". In order to pave the way and build a bridge for the realization of global economic integration, SCPEC will strive to become a good adviser and assistant of the government in decision-making, serve the economic construction of Shanxi sincerely, and promote Shanxi to become an economically strong province.

Main work of SCPEC:

In 2005, it hosted the international conference "PECC International Mining Economy and Environmental Protection Forum & Project Fair" held in Taiyuan with more than 200 high-level representatives from 25 PECC countries and regions. This is the most influential meeting of the number and scale of foreign guests in Shanxi since the reform and opening up of Shanxi. The newly established People's Daily Online broadcast the whole event live online, and more than 30 media pay high attention to it and its coverage. At the same time, TISCO signed a 10-year iron ore contract worth 5 billion yuan with Australia, and Datong Coal Mine Group Co, Lu 'an Group, Tianji Group have signed cooperation agreements with Germany, Australia and other countries; In 2005, SCPEC initiated and promoted the establishment of "Jin-Merchant Bank", and submitted the research report of more than 200,000 words to the provincial government and relevant departments. Major media gave follow-up reports, which promoted the establishment of "Jinshang Bank" actively and effectively. In 2006, SCPEC cooperated with Shengdong group of Shengli Oil Field to develop and promote the project of methane electrical generation, which played an active role in reducing coal mine gas explosion accident and utilizing clean coal. The provincial government held a coal enterprise on-site meeting in Jincheng to promote methane electrical generation, creating a precedent for the clean and effective use of methane electrical generation; In 2007, 2008, 2010 and 2012, SCPEC, as a constituent unit of China (Taiyuan) International Coal and Energy New Industry Expo, assisted in investment promotion and other services; In 2007, it undertook the summit Forum of the first International Environmental Technology and Equipment Exposition in Shanxi Province sponsored by the provincial government; In 2008, SCPEC organizational planned the visit of the former German Prime Minister Mr. Bruno Schroder to give a speech; In 2011, SCPEC, as one of the constituent units of the secretariat of the sixth Central China Investment and Trade Expo, undertook the "International Mining Economy and Low-carbon Economy and Technology Investment Forum"; From 2012 to 2015, it and the Taiwan Affairs Office of Shanxi Province jointly organized relevant cities and counties, provincial departments, and state-owned enterprises to go to Taiwan to hold the first, second, third and fourth Sessions of "Shanxi-Taiwan Economic and Trade Exchanges Forum", and held 37 project docking activities.

In 2021, it hosted the sub-forum of "Efficient Utilization of Coal Gas" of Taiyuan Energy Low-carbon Development Forum, which achieved a complete success and was highly praised by the organizing committee and provincial leaders of "Taiyuan Energy Low-carbon Development Forum" held by eight national ministries and commissions.

In November 2021, SCPEC, together with Department of Commerce of Shanxi Province, Provincial Investment Promotion Bureau, and National Innovation Think Tank, actively prepared for the "Innovation-Driven Development" Forum of National Innovation Think Tank, and invited nearly 50 chairmen of outstanding domestic non-public economic enterprises with a scale of over 100 billion yuan to 100 billion yuan to negotiate and invest in cooperation.

SCPEC actively prepared for Shanxi Pacific Coal Bed Methane Research Institute in 2021. In accordance with the spirit of the Shanxi Provincial Party Committee and the provincial government on recruiting talents, our committee has actively contacted the Chinese Academy of Sciences, the Chinese Academy of Engineering, and foreign research institutions. It has invited and confirmed 4 academicians and more than 20 professor-level senior engineers to participate in the "Shanxi Pacific Coal Bed Methane Research Institute". The institute will surely become the most authoritative and influential professional research institution in the field of coal bed methane in China. It will also help to promote Shanxi's economic development, lead the development of coal bed methane, and make the "coal bed methane" popular internationally and domestically.

Since its establishment, SCPEC has introduced cooperation, joint ventures and project funds of more than 30 billion yuan for Shanxi Province, and has invited nearly 200 foreign visitors for foreign exchanges, which has been praised by provincial leaders for many times.
